Build request expansion

As promised, I've added build request expansion in
tools/build/new/build-request.jam.

To enable testing without clobbering the global feature settings, the
feature module has been transformed into an instance of the feature-space
class. The usual interface still applies, but if you look at the code you'll
see this adds a little complication. For example, functions in
build-request.jam take an optional feature-space argument which defaults to
feature.
