Creating a branch from jam_2_3_2 looks the most reasonable idea to me. 
If no manual additions are performed then

cvs up -j jam_2_3_2 -j perforce_jam_2_4_try2 

should work (if perforce_jam_2_4_try2 is the name of the new branch)
