Something wrong with merged Jam

Hi Vladimir,

To see a bug, build the "test" target in libs/python. It appears that
the perforce_2_4_merge version fails to build/link in the bpl.dll
dependency of the test targets. If you'd like, I could do a -d+5 dump
with each version and diff them for you if that would help.
