Both. I checked in v2 changes as well as changes to the core jam
executable.

The new stuff is mostly needed for v2, but I have purposely limited the
v2 jam features used in v1 in order to avoid causing people problems.
However, it's time to get everyone using an up-to-date jam. We can make
their lives /so/ much easier even with v1 by taking advantage of the
built-in GLOB rule to do some auto-configuration. Furthermore, there are
some windows-specific fixes in the current jam source which everyone
should have. An update is long overdue.
