[boost] Commit emails

Hi,
an attempt to use the 'cvs watch' feature failed. I have recieved a big 
number of messages -- one for each affected file, and those did not contain a 
changelog, so were entirely useless. 

I'm now looking at

>From the description there I understand that it's possible to set up a 
mailing list that will recieve automated commit emails from "tools/build". 
Would we like to try that?
