The distinction between project-root-dir and project-root-location in
this rule is unclear to me. The names ceratainly don't sound like they
mean different things. Also, names are getting a bit long and redundant,
which makes things hard to read. Generally if I'm in a module called "X"
there shouldn't be lots of rule names and/or variables with "X" in the
name. Can this be clarified and cleaned up?

Thanks,
Dave
