Signature change with-command-file rule

Hi,

I would like to change the signature of the with-command-file rule
from ( rule-name targets * : sources * ) to ( rule-name targets + : options * 
: sources * ). This way it would be possible to put link options like LIBPATH 
in the commandfile. We need this in order to work around cmdline length 
limitations on W2k. Currently build of at least 2 of our projects fails due 
to "actions too long". I know that work on v1 is suspended, but I think this 
qualifies as a critical fix (at least for our projects).

Unless somebody objects I will do the neccessary changes to boost-base and the 
affected toolsets tomorrow.
