Agh... I realized! By the time project_test2 was written, there startup was 
not working completely, so the test uses its own startup in 
tests/project-test2/project-test2.jam. When you've changed 
build-request.expand semantics, the test started to crash. Not yet sure what 
can be done about it. Probably we can just make most features declared in 
that file optional.
