I changed the signals Jamfile, and the build now works. CVS updated.

I think that for several recently upgraded compilers, many of the remaining 
failures are fairly simple configuration problems like the above. Perhaps 
if we can make it easier to view the test results, more of these easy to 
fix errors can be cleared.
