gcc-tools.jam warning on Win32

On my Win32 system, every GCC 3.1 compile is producing this warning:

cc1plus.exe: warning: changing search order for system directory 
"C:/boost/site"
cc1plus.exe: warning: as it has already been specified as a non-system 
directory

That is a minor annoyance because the new status report has an option to 
link to compiler warnings, and every GCC compile is getting a link because 
of the above message.

Any ideas for eliminating this?
