Don't know how hard it will be, but you don't have to tweak Jam core --- 
some time ago I've disabled "update every non-option element in command 
line" behaviour, in favour of explicit calls to the new UPDATE rule...

... which I never documented :-(

Dave, I'd prefer passing build_system.html, which documentes core 
extension though HTML Tidy before editing it (and before every commit, 
BTW). Are "-i -wrap 78" options OK with you (it's the same as for 
boost_buld_v2.html)?
