I just figured out I can use $(TOP) for directories rooted at the 
project root, so <lib>$(TOP)/a/test/foo works.

Now if I could figure out where "a/util.jam" lives, I could even tell 
the relative path from "a/b/Jamfile" to "a/test/foo".
