New tracker updated

I've decided that it's easier to manually move the issues
to the new tracker, than export XML / import XML. So I did
it. You can go to

http://zigzag.cs.msu.su:7814/scarab

and see the results there. In addition, the "select querry"
pulldown now contains "Next milestone" element, which will
show all issues that are our primary goal right now.

I think it would be good if we all start using it. If you
think what to do next, just look at results of "Next milestone"
querry. If you run across a bug, or thought of a new possible
feature, just enter it in the tracker right away, so that we
don't forget it.
