I'm almost done with the testing, and doc changes for the new, and backward
compatible, command line targets changes. But I have some questions...

1. The only instances of it's use I could find in the new/* code are for
updating "clean" and "all". Question is; are there more places that I
somehow can't detect with a simple "grep UPDATE *"?

2. I've upped the version to 3.1.4. Should we do a "release" of this new
version, or just leave it in CVS for now?
