buglet in property.as-path

There are two things which break when used together

1.
[ sequence.insertion-sort <toolset>gcc <toolset-version>3.2 ]

swaps the elements, for some reason

2. When property.as-path see
<toolset-version>3.2 <toolset>gcc it produces:

gcc/rtti-off/toolset-version-3.2

This somewhat affects the property-set modules, although not critical.
I wonder what should be done.
