GLOB and case-sensitivity

Boost.Jam seems to have case-sensitive GLOB on NT. In other words, if
I use 

GLOB "." : *.bat

and there's a FOO.BAT in the current directory, the result will still
be empty. Is this something that's been fixed in Perforce Jam, or
should it be considered a bug?
