<template> was in my todo notes for some time, but I'm now not sure it's easy
to add and reasonable. For one thing, composite features can be used for
adding a group of requirements. Further, project requirements / default build
attributes reduce the need for <template>. Lastly, you can't implement in
with the modifiers. Both requirements and default build are handled at the
main-target/basic-target level, which is above generators.
