enable-auto-image-base for mingw-tools.jam

When I added the --enable-auto-image-base linker flag to Link-action
in gcc-tools.jam, I forgot to check in the corresponding change to
mingw-tools.jam (which has a distinct Link-action). Details were in
the thread "win32 gcc should use -Wl,--enable-auto-image-base for dll
building" from around 2003/01/21.

Is it too late to get this into the next release? i.e. is it OK for me
to check in this change to mingw-tools.jam on the RC_1_30_0 branch?
