Personally I find Scarab from the US to a server in Moscow to be
klunky and hard to use... but I don't think it's as much because of
web latency but because the Scarab interface is suboptimal.

Good idea. I think Roundup has been developed a bit but is not yet
mature; there's a live demo connected to this page:
