gettext support; doc formatting

I've just comitted the first version of gettext support. If anybody fluent 
with gettext can comment on the interface, I'd be very gratefully. The 
tools/gettext.jam has a lot of comments describing how to use it.
It seems okay for my i18n needs, but maybe others will disagree.

Also, Rene, I've another question to you. The output of

bjam --help gettext 

and especially of 

bjam --help-output html --help gettext

is different from what I have expected. For example, the first list item is 
merged with the preceding paragraph, and the literal blocks (started with 
"::") shift intentation on all following list elements.

Could you take a look an tell if this is my fault, or bug in doc.jam. Reading 
ReST docs did not helped.
