No, it doesn't. Apparently, the stage rule is ignored with
that command line. Another set of binaries is built in
tools/regression/build/bin/process_jam_log/gcc/run/architecture-native/debug-symbols-on/inlining-off/instruction-set-default/optimization-off/profiling-off/rtti-on/runtime-link-dynamic/shared-linkable-false/threading-single/vtable-thunks-default/process_jam_log

Furthermore, it seems that the problem is not caused by the command line
parser. 1.30.2 bjam behaves similar when used with CVS HEAD.
