[testing] std::locale-support

I see the above rule in one of the test. Looking at implementation, I guess 
that in V2, the same effect can be achieved by putting

<toolset>metrowerks:<link>static
<toolset>cwpro:<link>static

in requirements (when those toolsets are supported, of course). Am I right or 
there's some gotcha I've missed?
