Yes it works on XP.

I'm accessing the command-line using the "Visual Studio .NET Command
Prompt" menu item. This is different to the normal command-line.
vcvars32.bat is automatically run.

EXTENSIONS are enabled by default from registry settings (see help
cmd). So maybe it is better to put in note in the documentation
about making sure extensions are enabled by default and leave the
batch file alone.

It may be the case that some software I have installed has meddled
with the default settings for the command-line and/or Visual studio
setup.

Boost/Regex compiles/links/works OK, so I'm a happy camper now.
