I did rebuild bjam from the sources.
What I got now:
C:\boost> bjam --v2 --version
error: Boost.Jam version 3.1.5 or later required
C:\boost\tools\build> bjam --v2 --version
error: Boost.Jam version 3.1.7 or later required
