New file structure for Boost.Build.

Boosters -- especially testers,

I just completed some restructuring of the files for Boost.Build. The
restructuring is meant to make it easier to develop and use both versions
without interfering with each other. The new arrangement separates the
jumble of files that used to be at boost-root/tools/build into:

boost-root/tools/build/v1 -- Boost.Build.1 files
boost-root/tools/build/v2 -- Boost.Build.2 files
boost-root/tools/build/jam_src -- Boost.Jam (no change to this one)

Part of the changes involved changing tools/regression/compiler_status.cpp
to cope with the new locations. So even though I did a full round of the
regressions tests, testers should keep an eye out for any problems arising
from this.

PS. Some files are still lying around in tools/build, they will go away
eventually ;-)
