msvc LIBRARY_PATH (builtin.jam version 1.86)

Hi,

I've been a little slow upgrading BBv2 in my project so I
apologize if this is obvious. Right after M4 the following was applied to
builtin.jam and that seems to break my project which relied on
LIBRARY_PATH to locate some libraries. Could someone please advise on the
matter?
