Well, it's probably possible to set membership type to "restricted", so that 
new member can't post until they are approved.

We can also turn on moderation for all new members, so that before new member 
has full posting rights, at least one email is human-cheched.

As for file section, we can just disable it. It's not used for anything and 
it's hard to use anyway.
