I was thinking about this same thing yesterday. In my vision, the "reference" 
section would include subsection "all builtins features" which would list all 
rules you can call in Jamfile, and all know features, together with brief 
description and a link to more detailed docs or just module where there are 
declared.

I'll have to see if --help option can produce output of the format I'd like, 
and I'd also have to wait for docs to become DocBook, but after that I'm 
going to implement this idea.
