I also recently stumbled over problems with ALL_LOCATE_TARGET (in the latest 
HEAD and 1.31.0). My testing is also when used to build projects external to 
Boost. For me it works fine if defined on the commandline with -s. However if 
set it a Jamrules (as was my practice) it is ignored.
