[patch] mingw user-interface

Hi,

Attached is a (very) simple patch to add support for free-feature
user-interface to mingw-tools.jam (Boost.Build v1). Diff is against Boost
1.31.0.

Basically, console application is built by default, and

flags mingw LINKFLAGS <user-interface>gui : -Wl,--subsystem,windows ;

is required to support gui apps.
