[V2] CW toolset update

I have included an update of the cw.jam toolset for BBv2. The diff is 
available at:

It provides settings closer to those in the V1 toolset and now properly 
handles the runtime library (overriding the cwenv.bat settings). I am not 
sure about the code in the V1 toolset regarding the search lib paths.

P.S. Shouldn't the check in msvc.jam that enables the /Zc:* flags be

if [ MATCH ^((7|8)\..*) : $(version) ]

to enable the options in VC8?
