I think it is odd that the latest boost-build on sourceforge is
boost-build-2.0-m9.1.tar.bz2 build bjam version 3.1.8 and is
incompatible with the current boost-jam 3.1.10

current is a nightly build then?

Go figure....
I put everything in the same directory to avoid that!
