The aCC and vaCPP toolsets

I've looked at the aCC and vaCPP toolsets, and it turned out they differ a bit 
from the rest of toolset in initialization. Other toolset accepts the name of 
the command and those two accept the root path.

I took the liberty of changing that, as well as adding the method for setting 
compiler and linker options during initialization.

I'd appreciate if my changes are tested, in case I've broken something.

Also, I'd appreciate if the status of those toolsets is a bit clarified on the 
following scale:

- broken
- compiles 'hello'
- works for some project
- passes all V2 tests
