I didn't spot it under /etc, I kept looking in /usr/share/boost-build. 
I ended up using a Makefile which took over 4 hours to get right. I 
just replaced with 15 minutes worth of effort using a boost.build v2.

boost.build v2 is fantastic!

There was another minor issue with non-existant .html files being listed 
in ./debian/boost-build.docs when I tried to dpkg-buildpackage bbv2. It 
was fixed by replacing the .html entries with just a single "index.html" 
like this:
