True. I regularly use in the incorect term and generally use bjam to 
mean boost-build. OTOH the OP wanted to discuss the build system, and 
thus boost-build IMO. And you are right, something like boost-build can 
be implemented on top of make (I also tried that long time ago) but 
AFACIT there exists no such layer (on top of make) that is not specific 
to some project but rather that can be used for any kind of project 
(just like boost-build can)
