The simplest approach is probably:
make destionation : x : $(__name__).cp-r : <location>. ;
actions cp-r
{
cp -r $(>) $(<)
}
which results in:
$ bjam -n
Jamfile</home/ghost/Work/boost/tools/build/v2/example/copy_tree>.cp-r
destionation
cp -r x destionation
But that does not care if individual files are modified or not. I'll see
about making 'stage' work fine for recursive operations.
