It's in the toolset::requirements rule in 
boost-root/tools/build/v1/boost-base.jam. There are lines that force the 
multi threaded build and stlport-iostreams for msvc and vc toolsets. 
Just comment them out. Lines 2839 through 2915 (the bottom of the file).
