When I run bjam with the --debug-building option, I get this:

.......
Building target 'sow'
Build request: <format>html
.......

So, your "html" is considered to be "format=html", because the "format" 
feature is implicit feature (defined by boostbook). Maybe, the feature should
not be implicit in the first place?
