Sorry. I do not know anything about generating program and DLL for cygwin.
Maybe you should ask this on the cygwin user list.

I know it. From my PATH I get the following to environment variables
TEMP=/cygdrive/c/TEM
TMP=/cygdrive/c/TEMP
I to to enter the following command
$ unset TEMP; unset TMP
before being able to run the "python stage.py".
