Python port: Jamfile loading

I've got Jamfile loading basically working in my local copy. Jamfiles are 
correctly found, loaded, attributes are set and inherited and one can use the 
'project' rule.

One can also use the 'make' rule, and I only have to make it property work ;-)
However, I've already made too many changes locally, so I think I'll wait for 
the code to appear in CVS. Or should we try Subversion?
