hi, how to link with user32.lib ?

i am a newbie of bjam. i use 

bjam -sTOOLS=vc-7_1

to build my program ,but i got the following error.:
CIniFile.obj : error LNK2019: unresolved external reference

it seems that bjam can't find where and which library should link .
how to resolve it ? thanks .
