I think this is backwards. If someone has gone through the trouble of
setting a HOME environment variable, that one should be preferred over
%HOMEDRIVE%%HOMEPATH%. Consider that many people out there have probably
defined HOME for the sole purpose of making bjam work (I'm one of them).
This change will break them by causing bjam to look someplace else for
