You are right. Apparantly this never worked and I understand why. However I
was confused because the following *does* work.

<Jamroot>
lib foo : foo.cpp ;
lib foo2 : foo2.cpp : : : <define>NDEBUG ;

lib bar : bar.cpp foo ;
lib bar2 : bar.cpp foo2 ;
explicit main ;
explicit main2 ;

exe main : main.cpp bar ;
</Jamroot>

Removing the explicit however again makes it break again.
