Hi,
appears it is working for cygwin now, but not for win32.

Comments on changes:
The win32 and cygwin archive actions are inconsistent:
switches for tlib are different
comments are outdated/redundant
cygwin version uses a response file, win32 does not

I presume you didn't like the idea of having one archive action?
It all looks a bit unloved at the moment:)
