I think <use>/boost should mean <use>/boost/* as it does now. It's an 
intuitive behaviour.

The problem is that usage-requirements should be applied more carefully 
- only if the fact of real usage (linking or including) is determined. I 
wonder if such detection is possible to implement now without major 
changes to other bb parts.
