[BBv2 msvc toolset] vc-8.0 SxS manifest tool should be run for EXE files too

Windows side by site embedded manifests are useful for EXE files too, 
not only for DLLs. Manifest compiler tool should be run in both link and 
link.dll actions. Now it is run only for DLLs. Should I fix it?
