What's the equivalent registry entry? It's easy enough to modify the 
detection to use it, if it exists. And we really want to move to using 
the registry as it's shorted and less fragile code. After the 1.33 
release all those *-config files will be getting merged into the regular 
toolset files anyway. Well at least once we decide on a standard toolset 
init syntax.
