[BBv2] borland and <inline>

Looking at the borland.jam toolset, I have noticed that the flags use

flags borland.compile OPTIONS ...

but <inline> has

flags borland *CFLAGS* <inlining>...

but $(CFLAGS) is not used by the actions, only $(OPTIONS) is.
