I agree with you. This phrase was taken from the previous discussion.
Actually the discussion was over due to flames from my side and no one
commented on it.
The original purpose of this paragraph was to give user a hint so most
users won't need to read the doc.
If the general idea is good, what about this:

If your platform isn't in the list, or if you downloaded the
latest Boost beta sources from CVS instead of an official Boost
release, you need to locate jam_src folder and run build.bat on Windows
or build.sh on *nix. If bjam executable isn't built, see detailed
instructions in Installation Guide.
