I have successfully tested the previous MIDL patch and have checked this 
one, so also vote that it is submitted :)

This is not needed anymore.

Of the outstanding issues, the response file problems:
    midl : command line error MIDL1020 : cannot open response file
and (as a manifestation of that issue):
    midl : command line error MIDL1000 : missing source-file name
are fixed :).

However, using an IDL file in a target causes that target to always be 
rebuilt (tested with the latest version). This problem seems to have 
reappeared :(.
